Исследуются положения Конвенции о физической защите ядерного материала и ядерных установок (CPPNM) и Поправки 2005 года, а также рекомендации МАГАТЭ серии Nuclear Security Series (NSS). Проведено сопоставление международных требований с действующим законодательством Республики Казахстан с учётом начала практической реализации проекта первой АЭС в августе 2025 года. Особое внимание уделено анализу проектной угрозы (Design Basis Threat), уровней физической защиты и интеграции кибербезопасности. Выявлены ключевые пробелы национального регулирования и предложена поэтапная модель гармонизации нормативной базы Казахстана с международными стандартами МАГАТЭ.</p></abstract><trans-abstract xml:lang="en"><p>The article presents a comparative legal analysis of international and national regulatory legal acts regulating the physical protection of nuclear power plants (NPPs). The provisions of the Convention on the Physical Protection of Nuclear Material and Nuclear Installations (CPPNM) and the 2005 Amendment, as well as the IAEA recommendations of the Nuclear Securita Series (NSS) are being studied. International requirements were compared with the current legislation of the Republic of Kazakhstan, taking into account the beginning of the practical implementation of the first nuclear power plant project in August 2025. Particular attention is paid to the analysis of the project threat (Resign Basis Threat). levels of physical protection and integration of cybersecurity.
